Can I assign a CONTRAM network without going through the graphical interface?

Yes you can. The command line is:

c8_32 network.net /a

where network.net is the name of the network file you want to assign.

You may need to include the full path to c8_32 (e.g. "c:\program files\contram8\c8_32") or add the path to the Windows PATH environment variable.
