The Redhill Road was connected by a slip road to the strategic M25 / A3 junction in Surrey. Its substandard layout had been causing safety and congestion concerns because of a large volume of rat running traffic and it was desired to implement a permanent closure order.

A CONTRAM model was built of the highly congested network in the area following an extensive programme of traffic surveys. The model included two major signalised roundabouts as well as other signalised and priority junctions. It was used to predict the effects of road closure on traffic flows which reinforced the view that closure was, on balance, the best option.

Results were presented at a Public Inquiry in November 1998 that resulted in the successful closure of Redhill Road to through traffic.
