The aims of the study were threefold:

(i) to express a clear vision for West Thurrock to guide development and change for the next 25 years

(ii) to provide a framework for action to ensure individual decisions, actions and investments contribute to common aims

(iii) to identify a programme of implementation which maps out progress to the objectives.

Three land-use options were evaluated for both 7 and 25 year planning horizons, using a CONTRAM traffic model of the area. The TRICS land-use database, and retail impact studies were used to calculate the varying traffic demand levels for each assessment year and each option. Traffic distribution from the numerous new developments was achieved through an expanded furnessing process and CONTRAM traffic assignments for each of the options was then used to evaluate the requirements for infrastructure improvements, environmental considerations and potential for investment in public transport.

Mott MacDonald developed a sustainable approach to transport with a supply-led public transport orientated approach to infrastructure investment which included a guided bus system, interchange links between rail and areas of activity, park and ride facilities, cycle networks and user-friendly pedestrian links.
